Foreword. Discussions of quality assurance (QA) in distance education and e-learning are fairly recent. When the first open universities were established, the University of South Africa in and The Open University in the UK in , there was no discussion of quality assurance as it is understood now. Substantive courses are graduate level courses assigned a minimum of two credit hours. Students are required to complete courses totalling a minimum of 32 credit hours.
